Your AI Governance Is Slowing You Down — Because You Built It Wrong

I’ve sat in enough AI committees to know what a well-intentioned disaster looks like.

Someone has built something genuinely useful. A working prototype. Real user feedback. The kind of thing that, eighteen months ago, would have felt like science fiction. And now it’s sitting in a queue. Legal wants to see it. Security needs to review the data flows. Someone in procurement is asking whether the vendor is on the approved list. The policy team is waiting for the enterprise AI framework to be finalized before they can sign off — and that framework has been “two weeks away” for six months.

The builder goes back to their desk. The momentum dies. In the worst cases, they leave.

This is the gap nobody in AI leadership wants to talk about. Not the model quality gap. Not the talent gap. Not the data gap. The governance gap — and it’s not what you think.


The number everyone’s ignoring

MIT’s NANDA Initiative published findings last year that have been quoted in every AI conference deck since: 95% of enterprise generative AI pilots fail to deliver measurable business impact.

The common explanation is that the technology wasn’t ready, or the use case was wrong, or the team didn’t have enough data science expertise. Those things are sometimes true.

But spend time with the teams closest to the work and a different story emerges. The prototype worked. The pilot showed signal. The problem was what happened next — the handoff from “this works” to “this is deployed.” That’s where most enterprise AI goes to die. Not in the model. In the approval process.

We have built AI governance systems that are extremely good at saying no, and almost completely unprepared to say yes.


What compliance debt actually costs you

Harvard Business School’s Suraj Srinivasan introduced a concept worth stealing: compliance debt. The idea is borrowed from technical debt — the compounding cost of shortcuts taken early that you pay for later, with interest.

Compliance debt in AI works the same way. Every AI project that waits six weeks for security review because nobody has built a security review process for AI — that’s debt. Every use case that dies in committee because the approval framework was designed for traditional software procurement — that’s debt. Every policy document that gets written after the fact to justify a decision that was actually made by inertia — that’s debt.

The organizations accumulating the least compliance debt aren’t the ones moving recklessly. They’re the ones that built the review infrastructure before they needed it. That distinction matters more than most executives realize.


The counterintuitive finding

Here’s what the data actually shows, and it runs against the instinct of most enterprise risk functions.

Organizations with mature AI governance frameworks — documented processes, clear ownership, defined review criteria — deploy significantly more AI models than those without. Not slightly more. The gap is roughly 3x, with meaningfully fewer production incidents to show for it.

The World Economic Forum made the same argument at the start of this year: effective AI governance isn’t a brake on AI adoption. It’s what provides the traction. Without it, you’re not moving fast — you’re just spinning wheels.

The reason makes sense when you think about it. Governance that is vague and slow doesn’t reduce risk. It just relocates the decision to whoever has the most patience. Projects that survive the wait aren’t necessarily better; they’re just championed by someone more stubborn. That is not a risk management strategy.


The real leadership question

This is where I want to be direct, because this is where the conversation usually gets uncomfortable.

Most enterprise AI governance was not designed to deploy AI. It was designed to prevent embarrassment. Those are different goals, and they produce different systems.

A governance process designed to prevent embarrassment optimizes for “no.” Every review is a chance to find a reason to pause. Every sign-off is someone protecting themselves. The question being answered is: can I be blamed for this? not does this create value?

A governance process designed to deploy AI optimizes for a clear yes or no, quickly. It has documented criteria. It has someone with actual authority to approve. It has a defined timeline — not a queue with no end.

Ask yourself honestly: in your organization right now, who can say yes to an AI project? Not who is involved in the review. Who can actually greenlight it? How many people does that require? How long does it take on a normal week?

If you can’t answer that cleanly, you haven’t built a governance system. You’ve built a friction system. And the only things that make it through friction systems are the projects with the most political capital behind them — which is a very different filter than merit.


Three questions for this week

I’m not going to suggest you tear down your governance process and start over. That’s not practical and it’s not right — oversight matters, especially now.

But I do think most enterprise AI leaders could make meaningful progress by getting honest answers to three questions:

How long does it actually take? Not the policy. The reality. Pick three recent AI projects and trace how long each one took from “approved in principle” to “in production.” If the answer is measured in quarters rather than weeks, the process is broken regardless of what the documentation says.

Does your process have a designed yes path? Most don’t. They have a review path, which is not the same thing. A yes path means clear criteria, documented in advance, that a project can meet and then move forward. If the only way to get to yes is to exhaust the objections, that’s not a path — it’s an attrition contest.

Who owns deployment, not just policy? Policy and deployment are different functions requiring different incentives. The person whose job is to protect the company from AI risk should not be the same person deciding whether a given AI project goes to production. If those roles are conflated, your governance system has a structural conflict of interest baked into it.


The companies pulling ahead on AI right now are not the ones that suspended caution. They’re the ones that industrialized it — turned governance from a one-off review into a repeatable process, from a blocker into infrastructure.

They didn’t move fast and break things. They built the systems that let them move fast without breaking things.

That’s a governance achievement. It just requires someone in leadership to treat it like one.
